Concept Liquids was created in 2012 for the development and production of the El Toro brand and soon was recognised as the foremost facility for the creation of the finest liquid tobaccos in Europe. All our products are made in an ISO 9001/2015 certified lab. The clean rooms are validated to as high as ISO classification number 6.
